Frameworks rate it high on uncertainty avoidance and consensus; SIers and web firms differ sharply
This page draws on public statistics and surveys from bodies such as IPA and the Japan Fair Trade Commission, plus company engineering blogs, to describe how software engineers in Japan work. These are country-level tendencies with large variance inside the country; system integrators (SIers) and web companies in particular have quite different cultures. Japanese-language public data is plentiful, but international surveys such as Stack Overflow's include very few responses from Japan.
Within-country variance and counter-evidence
- About 70% of IT workers are at IT vendors, yet web companies such as Mercari widely use blameless postmortems and remote work. Working styles differ greatly within the country.
- Against the common image of confrontation avoidance, harsh online technical criticism known as "masakari" also exists.
- Japan's Hofstede individualism score was revised from 46 in the old edition to 62 in the current one, so the picture of Japan as strongly collectivist depends on which edition is cited.
- The Stack Overflow Developer Survey 2024 had only 286 responses from Japan (0.5%), so Japanese developers are underrepresented in international surveys.
- Figures on OSS governance in Japanese companies conflict: LF Research (2025) found 41% had an OSPO, while IPA's FY2024 survey found more than 80% had no governance structure.
